Cross Cutting : Prescription Drug Monitoring Program Subcommittee

Opioid analgesic misuse and its associated health consequences have increased nationally in epidemic proportions. Prescription (Drug) Monitoring Program data is an important epidemiological resource to describe the patterns of prescription drug use for public health surveillance. Currently PMPs are run by each state with no centralized national data system. CSTE established the PMP subcommittee to provide a platform for information exchange and address the need for a standardized metrics for opioid surveillance using PMP data.

This subcommittee will focus on opioid analgesics, and will provide the following:

  1. Standardized methods using PMP data for public health surveillance of opioid analgesic prescriptions. Examples include identifying the most up to date NDC files for merging with dataset; best practice around Morphine Milligram Equivalent calculations (daily MME, overlapping prescriptions calculations); and classification of short-acting and long-acting opioid analgesic prescriptions.
  2. Standardized data metrics for opioid analgesics considering the varying levels of access to PMP data, including: prescriptions filled per population; median day supply; and high dose prescriptions filled.
Potential projects to be examined by the PMP Subcommittee in the following year(s) include:
  1. Establish best practices in analyzing opioid analgesic PMP data
  2. Create standardized metrics for public health surveillance of opioid analgesic prescriptions
  3. Form best practices in analyzing matched data analysis (PMP to mortality data)
  4. Disseminate methods for analyzing co-prescribed opioid analgesics and benzodiazepines
